On 32 June 1951 a special meeting of the leaders of Betriebsorganii sationen (factory cells) within USIA was held at KPOe 'Headquarters, Wasagasse, Vienna IY. The meeting was called by the Stadtleitung (city directorate) of the KPOe. Presence was by invitation only, the invitations being delivered by courier; each invitation was addressed personally to the individual concerned. The meeting was attended by Jugendreferenten, Kulturreferenten and Betriebsorganisationekiter of the factory cells of USIA plants. The meeting was addressed by the following KPOe officialsI a. b. c. d. 3. According to Lauscher, the meeting was called in order to coordinate the youth work within factory cells with general KPOe activities. At present the KPOe is dissatisfied with the relations existing be- tween party officials and youth officials. The party officials must be cognizant of the problem confronting the youth organizations, while the latter must devote more time and energy to the political problems of the party. In order to accomplish this aim, as of 3. July 1951, each party cell within a factory will behold fully responsible for the youth activities within the factory. 4. The other speakers emphasized the following points: members who have received full political indoctrination. c? Personal contact between members of the party factory cells and members of the FOeJ must be increased and improved. d. Nominations into the Betriebsrat (for the position of Jugend-- referenten) should be.only.those of reliable FOeJ members, I.e. be bolstered. To accelerate and intensify the political development of young Communists within the FOeJ, the party wi 1 place at the disposl of the I%J its ableot young members.
