1. As a result of a military conference held in Canton on 21 July which was
attended by YEH Chien-ying and all important m 'gibers of the Kwangtung
Military District Command, YEH recommended to the headquarters of the
Central and South China Iiilitary District Command in Iiankow that the
military forces of the Iwangtung T ;ilitary District be increased by one or
two aruies. After the conference Yr'H also cabled a report to the Chinese
Co.. munist Revolutionary 11ilitary Council in Peiping on existing defenses
for the South China coasts
2. The main points of a supplement to the Kwangtung coastal defense plan
submitted by the Kwangtung Ililitary District Command in late July to
the Central and South China Command headquarters for its approval were
as follows:

a. All field troops in the KKvan{ tunC ' Iilitary District should be
stationed along the Kwangtung coast in the first line of defense.
b, Six replacement and training divisions under the KKwangtung TT.ilitary
District Command should be transferred to the Iwangtung coastal
area to assist in patrolling and defense.
c. The defense of certain areas approximately 70 miles inland from the
coast sriould be assigned to Public Security troops under the authority
of various ca.-xiissioners' offices.
