It is the consensus of all sorts of personas in Tientsin that the Chinese stand to make the following gains from a cease fire in the Korea wars a? If the fighting were to continue with no help from Soviet troops, either directly or through the International Volunteer Army, there would be no way for the Chinese to win the war and a great danger of losing North Korea, The Chinese would taus lose face and suffer internal instability, b, The cease fire will give the Chinese a respite and an opportunity to regroup, thus saving the Soviets from the risk of an immediate world war, c, By capitalizing on conflicting aspirations of the United States and the United Kingdom. the Chinese can take the initiative in a peace offensive and force a split in the United Nations. The Chinese may thus get by, diplomacy twat they cannot get b; force. The cease fire is considered merely a delaying action by the Communist blow, whose ultimate objectives are unchanged. The cease fire may succeed, but peace nogotiations have a slim chance of fruition unless Chinese terms are accepted fully. If a split over the negotiations develops b?tmeen the United States and the United :ingdom the Chinese Cor=unists will attack Taiwan; otherwise they will procrastinate and await action by the USSR.
