1. In early June the Chinese Communist. Government sent a delegation to r'oseov
to discuss the problems of the 11 ore" war with the soviet Government. This
delegation was led by LIU Shao--ch'i and included two or three principle
representatives of the Party and two or three of the arned forces.
2. The cease-fire proposal resulted from consultation between the Soviets and
the Chinese. There is no indication of any split between them. The Chinese,
however, are anxious to see the end of fighting in Vorea, even though they
are completely unwilling to yield on any of their demands to facilitate
peace. These demands includes
a. Recognition by the United ?Tations of the Chinese Communist Government.
b. Participation by the Chinese Communist Government in the Japanese peace
treaty negotiations.
c. Restitution of territories and rights 'aained by China as a result of
World War II, specifically Taiwan.
Political demands are unlikely to arise during the cease-fire negotiations.
When such demands are made, however. the Cormttxnists will try to build up
North Porea as an indenendent state and pave the way for the Chinese in
the Uni ted 'Nations.
