In February 1951 yam,' o the Chinese Communist Naval AcadenW moved. from Port Arthur to Tuugchea in the suburbs of Tsir tao.1 The head of this academy is Soviet adniral (hzrienchi -v the deputy head is TAO Tien (f it ). and the commissar is LIN Choi-ho ( .& V) , In early June there were 2,800 trainees at this school, 600 from Port Arthur and the remainder from North China. The acaderv places emphasis on the training of submarine pereonnel.2 2.. In February 1951 an amphibious training center Moved fron Port Arthur to the Tsingtaa area Th t i . e ra nixt ; period, at this center is eight months. In early June there were -4,00o trainees at the center, most of whom were selected from regular Chinese Communist Army units. In early June there were approximately 500 Soviet marine and a detachment of Soviet naval ?police at Tsingtao. 4. In early June Soviet naval captain Wayekulev was deputy commander of the Port Arthur-Dairen t`ilitary District and coar d an, er of the Taingtao detachment of that district. C'layokulev is virtually in control not only of Chinese Communist naval and military affairs in Tsingtao but also of the civil administration of that city. If the services of any of these graduates was requested by this department, then their disposition was to be decided by the Shantung University Administrative Council. 7. In mid June 87 students of Shantung University passed a physical examination given by a Tsingtao Naval Academy doctor at the university and were notified by the academy authorities to report to the academy for registration on 15 July. 8. In mid Tune the Tsingtao Naval AcaderrV was training naval personnel for surface craft as well as for submarines.
