It would be my guess that Jack Earman doesn't
know of our recently adopted "early warning" system
on impending resignations. Whether this would satisfy
him entirely, I don't know. He seems to feel more
strongly about counseling than does the Office of
Personnel or than I do. I believe, however, that if he
were aware of our "early warning" system he would
at least pull back a bit on his counseling Ideas.
The "early warning" system was announced by
the attached OPM dated 1 February. Additionally, the
word went out through the Staff Meeting circuit so that
it is now well known certainly to all Personnel and
Support Officers. It's a little early to say that it's
running smoothly. We've had only one "early warning"
report. It's Personnel's belief that all hands have been
properly alerted.
I suggest we let this go on down to Personnel
and have them respond to Jack by describing the "early
warning" procedure and commenting on its potential
uses. They will want to duck any suggestion of a
beefed-up counseling program because they feel their
present one ought to be adequate.
