MEMORANDUM FOR THE RECORD
SUBJECT: Executive Committee of the NSC - Meeting 11:00 a. m. on
2 November 1963
The President opened the meeting by expressing concern
of Roland Evans' article in the Herald Tribune of this morning and
again reported that no one should talk to the Press except Salinger,
Sylvester and State Press representative.

McCone reviewed the CIA Memorandum as summarized
in the attached summary, the Watch Committee Report and the
Memorandum for Watch Committee members the report 25X1
from I of October 31 and 25X1
Evaluation on Missile Threat. In this connection DCI read paragraph c.
and the Section dealing with air defense missiles, pages 14 and 15.
In addition DCI reported on the Soviet nuclear tests of November 1st
and reported on the North Viet Nam operation nets in Laos and
the Cambodian/South Viet Nam incident, all as per the attached.
This was followed by reports of Ball and Gilpatric on
developments in the UN which followed the telegraphic reports
received in the DCI's office prior to the meeting.
Further actions and decisions of the meeting are covered
in penciled notes attached.
The CIA was requested to prepare an immediate report
on the effectiveness of the blockade, i. e. the number of ships which
have been stopped or turned back, those boarded and allowed to pass
and the shipping which has proceeded through the blockade unmolested.
The purpose is to have an appraisal of the effectiveness of the
blockade and some indication of its effect on the Cuban economy, if any.
With respect to the flying of U 2s or drones, it was decided
that a drone should be flown promptly. Secretary McNamara wished
to postpone this action until we can clarify certain objectis which
existed in the Air Force. It was decided not to fly a U 2 until more
information was known as to the operational status of the SAM sites.
