1. On 17 and 18 June 1952 meetings of the Partido de la Izquierda RevolucionarS.a
(FIR) were held at the residence of Hernan Melgar Justiano, e deputy, whose
address is Calle Santa Cruz #73, Trinidad, Provincia de Beni, The following
persons were, present at the meetings a Hernan Melgar Justiano, Miguel Stiarez,
Hugo Arteaga, Germin (?) Cromenbold, Hugo Bejarano, Desidero Medag, and Oscar
Aguilera,
2. At the meeting on 17 June the PIR agreed to incorporate itself =conditionally
into the doctrines, activities, and purposes of Stalinist Communism, Hugo
Arteaga outlined the benefits which would result from the infusion of PIE
forces into the Communist Party of Bolivia (PCB), He stated that the PCB is
the only true revolutionary line to follow, since it advocates the destruc-
tion of the clergy and the Armes, which he described as plagues in the ser-
vice of the oligarchy. He added that it is the duty of the PCB to form an
army of farm-workers, as well as a people?s army, in order to halt the
maneuvers Wall Street,, which deceive the oppressed masses of South
America,
Arteaga commented that another aim of Communism is the unification of all
Communist efforts in Latin America through various organizations, such as
Pro-Peace Committees, BAHIA, CTAL, Pro-Socialistas Defensores del Pueblo,
Vanguardias Sindicalistas, Grapos de Deliberaciones Patrioticas-e, and . Ej~r-
cit o del Pueblo o
On 18 June Desidev Medag stated that the PCB must continua its struggle
against Fascism and American imperialism and work for the liberation of
South America, These goals will be accomplished only through the media
of violence and terror, according to the orders of the USSR. Medag added
that by 1955 Bolivia, Chile, Brazil, Uruguay, and other (unspecified)
countries will be under the control of Soviet Russia
