Attached are the domestic organizations participated in by
"agents" of the CHAOS program. Eloise Page has given me aalistx
saxi3x brief case histories of 13 such agents: 5 were recruited by
us and asked to join the organizations in question; 3 volunteered
tinschnemewiwinx their services while already members of the groups;
and 5 were FBI agents turned over to us before an anticipated trip
abroad. According to Eloise, "while building their leftist legends,
these assets were asked to record the organizatAs, groups, and
individuals with whom they came into contact. They did this in order
to document and record their progress in building their legends and to
be able to cite these U.S. con acts to foreign contacts to prove their
leftist connections and leanings. They were never directed or required to
collect information on particular leftists or activists as an end to
itself".

SUBJECT CIA Contact with Dissident, Radical and/or
�Leftist Elements in the 'United States
1. In certain selected cases, CIA recruited assets in the United
States for eventual use overseas. In order to enhance the access
of these assets to foreign radical and leftist organizations,
While building their leftist legends, these
assets were asked to record the organizations, groups and individuals
with whom they came into contact. They did this in order to document
and record their progress in building their legends and to be able
to cite these U.S. contacts to foreign contacts to prove their leftist
connections and leanings. They were never directed or required to
collect information on particular leftists or activists as an end to
itself. Their basic function was merely to mix, to become known.
If they did acquire significant information on proposed acts of violence,
civil unrest or of a similar nature, this was passed to the FBI.
2. The following cases are illustrative:
a. A 19-year-old female who was already volunteering
information to her local police department on the Students for
Democratic Society (SDS) elements in the local university volunteered
her services to CIA. While initially not used, some nine months
after she originally volunteered she was subsequently recruited and
trained for an overseas assignment in Latin America where she was
directed to report on leftist radical units in her country of assignment.
While undergoing her training, she maintained contact with the local
SDS unit and through them was subsequently able to establish contact
with other SDS units and individuals throughout the country.
