Based on a 2008 United States Secret Service investigation that identified
an Agency contractor as possessing a degree from a known diploma mill, the Office
of Inspector General (OIG) initiated a proactive investigation on 5 August 2008 into
Agency staff claiming degrees from non-accredited institutions. OIG matched a list
of known, unaccredited institutions against Agency BIO information to identify any
individuals who had provided degree evidence to Human Resources. One of the

not accredited and had not used his degrees within the Agency. Despite being aware
of the status of his degrees knowingly presented his degrees to the Agency for
use in being promoted and obtaining positions The degrees
were not just listed on his Agency BIO� highlighted them and provided
additional details on his master's thesis. OIG believes tha presentation and
highlighting of degrees were false statements in violation of Title 18 U.S.C.

believe he mentioned the degree to anyone except to request it be removed from his
BIO.
421 (Exhibit E) stated multiple times during his interview with OIG
that he did not recall receiving any correspondence from DOJ regarding the
case. Further stated multiple times that he did not recall receiving any money
from the DOJ settlement
Section 5 � Conclusions:
41r OIG referred to the U.S. Attorney's Office, Eastern District of
Virginia (EDVA) on 12 March 2009 for violation of Title 18 U.S.C. � 1001 (Fraud and
False Statements, Statements or entries generally). EDVA declined prosecution on
22 December 2009 for lack of prosecutive merit in favor of administrative action.
