1. It hat: been acreed by the various offices ecr.cerned, and
concurred in by the Duty Director/Intelligence and ths Deputy �
DirectorfiZrAnistrat_i on, that over-all responsibility for Project
KilICHOKE, should be transferred frcr. the Office of Scientific
Intelligence to. the Assistz-.nt Irlrecter (:'.�einistration) for Security.
Your offices ;rill therefore te�Ile the necessary steps to effectuato
this transfer imzediately.
2. The Office of Inspec.d.on and Security will. call upon the
CIA redical Staff and the Office of Technical Services for such
research and support as may be required and approprlatz.
3. The responsibility for the fore,ign scientific aspects of
the subject covered by Project ARUM-LUIZ', 7d11 rez:a:Ln in the Office
of Scientific Intelligence.
4. the responsibility for monitoring the Research and Develop-
ment Board study initiated 'oy that Board. in response to the Director
of Central Int?lliaencets letter of March 5: 1952, is transferred
frc.-z.. the Office of Scientific Ii:I'velligence to the Office of
Inspection end Security.
5. Respond.bility for liaison with 11.r:rty, Navy, and Air Force
representatives estahliehed at the rec:uert of the .T. in the IAC
Lcecutive recti.ng of 2 April 1951 is assigned to the Office of
