1. The attached memoranda are fer-.1arded for your
information and such action as may seen appropriate in the
light of the follming:
2. I not only agree with the .statement in AD/FC Is
memoranduza for AD/SI, dated 22 May 1952 (Tab F attached),
to the effect that TSS should particiate in the research
and develop:aent aspects of this Project, but also feel
that one of the basic purposes of the recently approved.

direction, with competent scientific advice, for projects
rof this nature. Consequently, I feel that resr..onsility .
fpr this entire_Projcqt... should be transferreci from .05I to
TSS, tarlaitter to determine the need for medical and
other support from other cer4ponents of the Agency.

to confer with CSI in order to prepare an appropriate _
directive transferring responsibility for this Project �
