SUBJECT: OSI Proposal for an Interim Field Program and for
Organizational Changes With Respect to Project ARTICHOKE

1. Project ARTICHOKE is a research Project with the objective of.
developing special interrogation techniques such as narco-hypnosis.
By a memorandum from ADSI to DD/P dated 13 March 1951 concurred in by
ADSO, ADPC and the Security Officer, CIA, responsibility for initiating
and coordinating activity in this field within CIA and for coordinating
such activities with the IAC community was placed in OSI.
2. Enclosed is a remoraridum for your signature in response to
a yemorendum from AIM requesting your contents on a proposed .interim
field progran for special interrogations. This memorane,um was addressed
to ADSO, ADPC, Chief' of CIA Medical Staff.
3. The OSI staff study proposes an interim field program and
appears to place ultimate responsibility for Project ARTICHOKE on
& SS. The organizational arrangements proposed appear to provide
tpat I It SS will, with the help of medical personnel provided by CIA
Medical Staff, conduct covert spetsial interrogations in the field on
personnel supplied by OSO all under the cora:and of the OSO station chief.
TSS is left out of the picture entirely.
4. In my opinion, the proposal is an effort to cover up the lack
of accomplishmeA in this field by OSI and to block TS3 from under-
taking any program.

' 6. Because the objectives of Project ARTICLOXE are closely connected
with "Operations" and becauee DD/P now has a research orgenization to
support covert operations, I believe that TS should have a primary interest
in this field. The memorandum to ADSI rotommends consultations between
OSI and TSS to detemine the future of this Project.
