SUBJECT: Change of Responsibility within CIA with Respect to
Project ARTICHOKE
1. Your coneurrence as CPP (Chief, Staff 2) has been requested
in the enclosed memorandum, which proposes transferring the respon-
sibility for Froject ARTICHOKE from OSI to ISO.
2. BV or dated 15 May 1952 ADSI requested the ccmments
of Col. SO, ADFC and the Chief, CIA Medical Staff cn a
proposal 'to transfer the ultimate responsibility for Project ARTICHOKE
from OSI to IELSO.

program of field testing without a fuller understanding of

4.. On behalf of DD/P, Mr.iVr""*rranged a meeting on 14 July
1952 between representatives of 651, OSO, OPC, GI'S and I&SO. The
agreements reached at this meeting were summarized in a memorandum
from ADSI to DD/P dated 14 July 1952 which was concurred in by Mr.
aleiPftlson ADFC's behalf. The agreement may be surmarized as follows:

a. Ovefall project responsibility was to be transferred
from OSI to I&SO.
b. Full responsibility for research was allocated to OTS.
c. Training, staffing and directing all field teams was to
be the responsibility of I&O with the understanding that all
field activities were to be under the control of the CIA mission
chief concerned.

5. In a memorandum from rgrtr-, dated 15 July 19f.2,
OTS declined to undertake the full researeh responsibility but.alreed
to undertake certain research discussed with Col. Edwards.
6. The enclosed memorandum for DD/P from ADSI date. 29 Ausust
revises the 14 July memorandum to refleet the position of OTS. :t
does not spell out the res7ensibilities in quite as much aS
