SUBJECT: Homosexuality
ASIIIORANDUM
Officials of this Agency have carefully studied the problem of homo�
sexuality from a security risk standpoint. This study is based upon
analysis of a considerable number of cases known to the security officials
of the various government agencies. Considerable information as well has
been obtained in the course of applicant investigations from informants
known to be homosexuals who are not working for the government but who have
been associated with them. A careful review of certain old case histories
has also been made.
Our firm conclusion is that homosexuals as a group are definitely a
security risk not only because they are obviously subject to pressure but
because in addition they have a psychological instability which makes them
untrustworthy in highly sensitive operations.
The following is a series of notes which may amplify our opinion and .
the basis upon Which it is made.

Homos in General
1. Experience indicates a vulnerability to interrogation by a skilled
questioner. Seldom do they refuse to talk about themselves although some
will not incriminate anyone else.
2. In every case, despite protestations that the individual would never
succumb to blackmail, invariably they express considerable concern about
covering or concealing the circumstances of their condition. Also exhibit
concern as to what circulation the information may receive.
3. In most cases either currently or some time in the past the individual
has been promiscuous and has frequented various homo hangouts with the result
that knowledge of his condition is known to a number of people, who may or
may not be aware of his sensitive employment.
L. Obvious homos, with the outward feminine characteristics, are difficult
to employ because of the effect on co-workers, officials of other agencies, etc.
S. Some, who make great ado about their discretion, are actually-quite in-
discreet and are too stupid to realize it or else due to inflation of theEgo,
or through not letting themselves realize the truth, are usually the center of
gossip, rumor, etc.
6. Experience has shown that even with the best of intentions to drop the
"gay" life and go "straight" most homos revert to type eventually.
7. Of great concern to any sensitive agency is the fact that homos are ex-
tremely vulnerableto seduction by a homo employed for the purpose by a foreign
power. Said agent mould not have to be homo but could simulate and gain access
to the circle of a homo he selected for his victim by acting as "trade."
8. Certain horn(); defiant in their attitude toward society, do not want to
change, feel they are different and on a higher plane than the heterosexual.
This mental attitude can be a dangerous one as it can be projected to a defiance
of society in other respects including disloyalty.
9. Homosexuals usually seem to be extremely gullible.
10. Homos are usually, even the most brazen of them, under considerable tension
due to their efforts to conceal their condition and suppress their instincts in
the course of their everyday activity among heterosexuals.
11. Homes in key positions lead to the "government within a government" idea.
They bring others into the agency, move them around, advance them, etc., usually
in the interests of furthering romances of the moment.
