1. PROBLEM:
To establish an integrated CIA program for the develepr:.ent Cf specinl
interrogations or other techniques for the purpose of controlling an
individual without his Irncw1.8ge.
2. FACTS BEARIIM PROI:
a. Reference menoranduM, cnncurred in by the Asstant rizeotors
for SI, SO, PC and I&S, and approved by you, establice,d Project
Articho';:e. This project is an outgrowth of CIA activities for:rly.
under- the code name 117luebirdu and having to do with the develo7....cnt
and use cf special interrogation techniques including technicues., for

the purpose of controlling an individual without his knowledse.
b. Reference memorandum states that all phases of Project
am under the supervision of a Project Coordinator designated by CSI.
Each of the offices noted above is charged with carrying out certain
specific phases of the project under the general supervision of t':.e
Project Coordinator. �
c. The project is jeopardized by lack of coordination-between
varicus activities of the agency having an interest in this, or relatea
fields.
d. This situaticn e:dsts because of the fact that the interortcd
offices look upon CSI and the Project econiinator only as another
� pant in the project, and not, ns charged in the basic directive, a:7:
"responsible for the ag&essive and active development of
C.:3 all phases of CIA activity in this field and coordi-
nation of the IAC Agencies in related progrems".

G. The CIA situation is in sharp contrast to that existing in
the DePartment of Defense where the IAC agencies have accepted CIA
leadership in this field and are working in close ccordination
the Project Coordinator.
f. The CIA situation if parmitted to continue will not only re-
sult in wasteful duplication of effort, within the agency, but w:'.11
disrupt the cocrdinated IAC program with resultant embarrassment to
the agency,
3. RECC=DATION:
a. That Project Artichoke be made the responsibility of a single
component of the .4gency and that this .ccm-ponent have the authority to
insure the aggressive and aetive development of all phases of CIA
activity in this field and coordination of the IAC agencies in related
prograraSe
b. That a Project Coordinator, with the necessary technical tack-
grcund and odministrative ability to selected to run the program.
.c. That the interested co:zponents of 'the agency, (CSI, MS, CEO,
CPC, TSS, and CIA Medical StaLf.) be advised of the above and 'be .directcd
to provide guidance and assistance in accordance with their assi3nc:1
