On.24 January 1952, it was agreed at a meeting of the TAO � designees for Project Artichoke that the problem should be submitt,-d to the Committee on I.:edical Sciences, 7ereerch_and:Dnve1onm,.nt.'7orrA, for study and recommendation. Those present at the meeting were: CIA Army Navy .Air Force - '2.. A draft of a memorandom from the DOI to the..eeretary of Defense asking for the services of the Committee on !.:edical Sciences, Research and Development ::7eard for this problem was circulated within CIA and concurred in by 0/Si, 0/PC, 0/S0 and 1E30. 3. On 30 January 1952, the draft was shewn to the LC desi3nces noted above who concurred in principle but desired to study it further for minor chanL;es and briefing of their Chiefs. L. At the same time the draft Secretary of Defense (Lt. Col. Developm,mt Eoard (Dr. indicated f;.:vorable action when the was checked with the Office of Ind the esearch and They approved of the idea and final memorandum was received. 5. on h Fcbruary 1952, a second meeting was held at which-time the G-2 reprecentative asked for more tirle to do further checkin3 in Snbsecuently, the Air Force and Navy concurred in princi?le subject to certain minor chmges to be discucsed when the Army was ready.\ 6. The action of the Department of the Army disrupts a carefully planned and otherwise well-coordinated attemnt to obtain badly needed' technical advice and guidance for Project Artichoke. 4 C' 9. Unless the Department of the Army is over-ruled in this mattr, CIA will lose control of Project Artichoke and also will lose the respect and confidence of those in the Navy, Air Force and Office of Secretary of 'Defense who are trying sincerely to help us in the nroj.-et.
