The additional tasks assigned to CTC were formerly the province of the National Intelligence Officer for Counterterrorism (NI/CT), a position the DCI has decided to abolish. This consolidation of DCI functions relating to counterterrorism will improve efficiency, benefit all involved agencies, and strengthen our collective performance in this vital area. As in the case of the newly created Counternarcotics Center, Judge Webster and I regard the CTC as a Community, as well as a CIA, organization. We urge you to give it your active support. Richard J. Kerr SE1RET Approved for Release: 2024/08/16 C06789948 Approved for Release: 2024/08/16 C06789948 SECRET SUBJECT: Transfer of National Intelligence Officer for Counterterrorism (NIO/CT)Responsibilities to the Counterterrorism Center (CTC) -- supervise FLASHBOARD and ensure its proper support; and -- identify dorlection.gaps and ensure appropriate remedies. CTC will also provide Intelligence Community views and support in policy meetings, including those held with foreign governments, and to senior policy officials. It will lead interagency teams as appropriate in meetings with foreign counterparts. It will also manage the National Level Terrorism Threat System. C/CTC will outline how he plans to fulfill the foregoing tasks as well as his needs, if any, for additional resources to play a.more active leadership and coordination role in the counterterrorist community. To afford the CTC an added Community complexion, the .C/CTC and DDO will place representatives of Intelligence Community agencies active in counterterrorism intelligence in appropriate CTC positions.
