Ermarth Chairman SUBJECT: Draft DCI Memo on Moving NIO Accounts to CIC and CTC Attached for your review and comment is a draft of a memo I would propose the Judge use to announce the long-planned and much discussed move of the NI/CT and FDIA accounts into CTC and CIC (TAB A). This is briefer and more general than a version the DDCI and I worked on during the summer. In soliciting the support of:D/DIA for this move last week, I had to make a pledge to give his people an�advance look at whatever we might issue on this so that they could at least comment. Therefore I plan to send this to Gordon Negus at DIA, but not to the other agencies because the language of this memo is quite general. You should, however, note a key provision in the last of three ticks, top of page 3 which obligates the center chiefs to �consult� with the appropriate people at the other agencies in actually setting up to accomplish the transferred tasks. The point to be understood here is that the agencies should discuss the details of how to do the community business with the managements responsible (not, as DIA might prefer, with me) and should expect a voice, but not a a veto, over the DCI's final organizational and staffing arrangements. This decision brings arrangements for managing the Community aspects of these accounts into line with the arrangement I decided upon when establishing the Counternarcotics Center. Final responsibility for preparing national estimates in all three areas continues to lie in the NIC, chiefly with its regional NIOs who will rely on the analytical resources of the centers as well as your agencies for inputs and drafters. I have reached this decision on the recommendation of the Chairman, NIC, after discussing it with some of you and hearing his report on more extensive consultations with many of you or your subordinates. 1 SECRET_ Approved for Release: 2024/08/16 C06789947 _Approved for Release: 2024/08/16 C06789947 -SEqftelP The chief reason for this move is to place the responsibility for knitting together Intelligence Community performance in counterterrorism and counterintelligence directly into the organizations on which I rely to fulfill my responsibilities in these increasingly vital areas. Counterterrorism and counterintelligence are highly operational accounts in that analysis and policy deliberations are intimately related to action, often on a day-to-day basis. I want the Community to plug in directly where the action occurs; and I have no doubt that both Community cooperation and the interests of your agencies will be better served by doing so. I am aware that some of you have reservations as to whether Community concerns can be adequately addressed by this new arrangement. I am convinced they can and am determined to make it so, to which end I have: Redesignated all the centers as DCI centers and titled their chiefs special assistants to the DCI (although they will remain administratively in their present subordination). Instructed the center chiefs to assign Community responsibilities to appropriately senior officers with adequate staff and to solicit from you candidates to fill these and other positions in the centers. 2 Approved for for Release: 2024/08/16 C06789947 Approved for Release: 2024/08/16 C06789947 Instructed the center chiefs to consult with you or your representatives on the details of guidance, organization, and staffing for meeting their Community responsibilities. Designing specific new arrangements for the centers to perform as they should and making them work may require some experimentation and evolution, for which I ask your active support.
