SUBJECT s Richard GIBSON,-rair Piay for Cubs COmmittee
1. Reference is made to conversations between Mr.
Victor Mallen of this Agency and hr. William egar of the
Bureau concerning Subject. The substance of this report
has been discussed with Mr. egar.
2, This Agency received a letter dated 4 July 1962, on
stationery of the Fair Play for Cubs Committee, 799 Broadway,
New York 3, N. Y., signed "A Friend". In the letter the
writer indicated he could be of assistance to this Agency;
suggested Montreal, Canada, as a discreet location for a
meeting if this Agency were interested in discussing the
possibilities of cooperation; naked that this Agency arrange
for his transportation and expenses while in Montreal; and
requested that he be personally contacted by phone at the
Committee's address or at his home. The Committee stationery
letterhead contained two nanes, Robert TABER, Executive
Secretary, and Richard GIBSON, Acting Executive Secretary.
Pros the letter there was no way to determine whether TABER.
GIBSON, or some other person wrote the letter. This Agency .
took no action on this letter.
� 3. Mr. Wallen made available a copy of the above letter
to Mr. egar on 16 July 1962.
4. On 19 July 1962, Philip K. Reiss, Department of
Agriculture, Code 111, Retention 6660, requested an inter-
view with a representative of this Agency. Reiss, a former
employee of this Agency, was subsequently interviewed on 20
July 1962, at which tine he produced a personal letter,
dated 16 July 1962, from Richard GIBSON, Fair Play for Cubs
Comaittee, to 'Morton Hagert, 214 B. Columbia, Falls Church,
Virginia, Reiss, stepbrother. sense explained that GIEZCZ
was a friend of his stepbrother, and apparently at sometime

La the past his stepbrother bad told GIBSON that he (Reiss)
was a former employee of this Agency. In the letter GIBS=
asked Hagert to tell Reiss to infors his (Reiss') former
employers that he (GIBSON) had written a letter several weeks
ago discreetly trying to get in touch with the Agency; time
was running out; it was a matter of life or death; suggested
Montreal as meeting place; and suggested this Agency contact
him at his office in New York (799 Broadway) or his home,
phone YU 2-6011.
6. Hr. fallen made available a copy of this second
letter to Mr. egar on 22 July 1982. Reiss was informed
on 24 duly 1982 that he (Reiss) would be contacted by the
F.B.I. with regard to the letter.
6. Richard GIBSON has been the subject of previous
correspondence received from the Bureau; this Ageacy's
security file on Philip K. Reins, a former esployee, contains
no derogatory information, and this Agency has DO record of
Thornton Hagert.
7. Attached are copies of Richard ABSON's letters
dated 4 July 1962 and 16 July 1962.
