Dear Ms. Martinez:
This is a final response to your 10 June 2013 Freedom of Information Act (FOIA)
request, received in the office of the Information and Privacy Coordinator on 12 June
2013, for:
1. "information on the CIA's use of unwitting human children as test subjects for
mind control programming in San Francisco, CA, from 1990 through 1999
focusing specifically on underground tunnel systems connecting the Noriega
Preschool to medical facilities where experiments were performed."
2. "information on the D.U.M.B (deep underground military base) biomedical
facility located beneath the Benicia Strait in Benicia, CA, regarding the
creation of genetically enhanced supersoldiers by splicing the DNA of human
and animals, specifically dolphins, occurring over the last 2 decades."
3. "information spanning the last 4 decades regarding the kidnapping of
transients in Buena Vista park, located on upper Haight street, in San
Francisco, CA, and how the facility beneath the park is using LSD to assist in
the implantation of post hypnotic suggestions in the transients to be activated
after their release."
4. "all records regarding The Finders cult and how the San Francisco Police
Department is involved with the cult to obtain children for medical
experiments in Buena Vista medical facility."

Please note, the mission of the Central Intelligence Agency is primarily concerned
with foreign intelligence -- not domestic -- matters. Section 103 (d)(1) of the National
Security Act, as amended, specifically provides that "the Agency shall have no police,
subpoena, law-enforcement powers, or internal security functions." Executive Order
12333, which regulates the conduct of intelligence activities in the United States and
elsewhere, provides that the responsibility for domestic intelligence collection is
generally within the province of the Federal Bureau of Investigation. A very limited
exception to the Order is provided that permits other agencies within the Intelligence
Community to collect significant foreign intelligence and counterintelligence, provided
that no such effort shall be undertaken for the purpose of acquiring information about the
domestic activities of United States persons. Therefore, we must decline to process your
request.
