1. I transmitting enclosure, I wish to point out that it
represents only the personal ideas of the 'writer, and that by forwarding
it there is neither implied nor expressed concurrence by this office
as mash. More than that, many of the ideas mot with the vigorous
opposition, of my predecessor.
2. Before etnplifying my own opinion regarding the content of
the enclosure, I wish to make certain observations regarding the
procedures by which it has come into being.
3. Personnel of OSO have been instructed to give any assistance .
possible to OPC, and that ineiruotion still stands. However, on apy beT
limited matters of detail, I believe that the desires of OPC should
be formalised to the extent of a request, as a matter of record if
nothing more, so that both Assistant Directors are cognisant of what
assistance is being requested and being given. Certainly on any request
resulting in a dooument *wee seape is 19 pages, ADSO should have
cognisance of the expenditure of labor, although I am informed that,
this partioular piece of work was done outside of regular working hours.
4. Without intendimg personal criticism of any kind, I do feel
that those of OPC who have formerly been with OSO would find it quite
natural to take undue but perfectly unconscious advantage of their
acquaintance here to go directly to individuals on matters that should
really be the subject of more formal approval, and I should be most
appreciative if I were apprised of such matters.
5. As for the content of the attached memorandum, T feel that it
is an unrealistic ectravagansa to provide at the taxpayers expense a
heaven for indigent psychiatrists. No one will prAand that certain
tests and requirements should not be mandatory for applicants, but tat
it should necessitate a 100-acre estate, and dozens of $10,000-psycholofiste
to be waited on by $4,000-housekeepers, cooks, carpenters, gardners,
