Dear Mr. Pesavento:
Your letter of 29 December 2009 requested an Executive Order 12958, as amended,
mandatory declassification review of the following document: "MCB No. 60-1, 'Analysis of
[redacted phrase] Last Stage of the Soviet lunik' Space Vehicle."
We completed a thorough search of our records and located material responsive to
your request. We have determined that the material must remain classified on the basis of
Section 3.3(b)(1) of Executive Order 13526 and cannot be released in sanitized form.
Additional information, while no longer meeting the requirements for classification, must be
withheld on the basis of 3.5(c) of the Order.
You may appeal this decision by addressing your appeal to the Agency Release Panel
within 45 days from the date of this letter, in my care. Should you choose to do this, please
explain the basis of your appeal.
