SOURCE: STATE Xavier GUERRERO Saucedo, well-known Mexican painter, and his wife, Clara Porset de GUER.RERO, interior decorator and furniture designer, are active Communists and contacts of an intelligence officer of the Soifiet Embassy in Mexico City. Following is information concerning their contacts, activities, and affiliations from January to August 1956. 1. Contacts with Soviet/Satellite Diplomatic Installations' (b)(3) b)(1) b)(3) b)(1) b)(3) Soviet Embassy The GUERREROs were in frequent touch with Yuri Paporov, Cultural Attache an'd intelligence officer of the Soviet Embassy. They were on harid at the airport with Soviet Emtiassy personnel to meet delegates from he Soviet Union who came to present the Stalin Peace Prize to Lazar� CARDENAS in February 1956. On one occasion GUERRERO was in touch with Mikhail Cherkasov, Counselor. b. Czech Legation In January Clara Porset de GUERRERO attended a tea at the Legation in honor of Yekaterina Ivanovna Kulazhenkova, wife of the Soviet Ambassador. Both the GUERREROs were in contact with the Legation in January 1956 in connectio with the Mexican art exhibit to be held in Prague. GUERRERO was in touch with the Legation in February also. 2. Activities and Affiliations a. Sociedad Mexicana de Amistad con China Popular (SMACP) GUERRERO was active in the SMACP, particularly during the latter part of the period.3 He arranged to have Dr. Jose GITIAL, Spanish Communist leader and former minister in the Spanish Republican Government, lecture at one of the SMACP weekly meetings. GIRAL returned from China in February 1956. Clara Porset de GUERRERO seemed to be more interested in the SMACP than in any of the other front organizations. c. Frente Nacional de Artes Plasticas (FNAP) GUERRERO was active in connection with the award of the Stalin Peace Prize to Lazaro CARDENAS in February and the Mexican art exhibit to be held in Prague. Through the PAP'- both the GUERREROs particiWed in the welcome of Diego RIVERA upon his return from the Soviet Union." Roberto BERDECIO, Bolivian Communist, was in touch with GUERRERO on several occasions con- cerning FNAP matters. The GUERREROs were commissioned to paint and decorate the FNAP's new quarters, at Calle Londres 87. d. Circulo de Estudios Mexicanos (CEM) GUERRERO was active in the CEM. e. Movimiento Mexicano por la Paz (MM?) Much of the GUERREROs' MMP activity concerned the Stalin Peace Prize ceremony. Clara Porset de GUERRERO met with Dr. Guillermo MONTANO Islas on several occasions concerning a bulletin published by the MO. 7 The MMP was almost at the point of collapse, and MONTANO told Clara that they were wasting their time publishing the bulletin. 3. Miscellaneous Activities a. GUERRERO spent some time during February trying to arrange the release from prison8of thirteen persons who were arrested outside PCM headquarters that month. b. The GUERREROs participated in an attempt to secure the entry into Mexico of Nicolnp/GUILLEN Batista.9 I. Other Contacts Lazaro PENA, Cuban Communist leader Manuel MESA Andraca, Communist economist and contact of the Soviet Embassy; Chief of Agrarian Investigation in the Department of Statistics of the Ministry of Economy Teresa PROENZA, Communist who works for Diego RIVERA. The The GUERREROs' home, Parque Melchor Ocampo 38, Apt. 2, Mexico, D.F., is a visiting place for certain Communists from the United States and Canada when they are in Mexico. The GUERREROs are also in touch with leading American Communists living in Mexico; with Venezuelan Communists, including Eduardo and Gustavo MACHADO Morales; and vdith Spanish Communists in Mexico, including Wenceslao ROCES, a member of the Central Committee of the Partido Comunista de Espana. 1. Although no contact with the Polish Legation is included, the GUERREROs have been in touch with it in the past. 2. GUERRERO holds no official position in the Party. He is, however, a member of the board of trustees of La Voz de Mexico, the Party's official newspaper 3. GUERRERO is president of the SMACP, an organization composed of approx- imately fifty people, all members or sympathizers of the PCM. Clara Porset de GUERRERO is also on the SMACP's directive body 4. He is secretary of public relations of the FNAP. The FNAP's membership is about one hundred. 5. RIVERA returned to Mexico on 4 April 1956. He had left for Mosoow in August 1955 to undergo treatment for cancer.. 6. The PCM controls this organization through Dr. Pnrique CABRERA, secretary- general of the Movimiento Mexican� por la Paz (MMP). The CEM maintains close contact with the Institut� de Intercambio Cultural Mexicano-Ruso (TTrmR) 7. MONTANO is MMP secretary of propaganda. Clara Porset de GUERRERO is a member of the national council of the MMP and the editorial council of Paz, the MMP's monthly magazine 8. 9. GUILLEN, a member of the World Peace Council, is a Cuban Communist ipoet who lives in Paris. In October 1956, after the Mexican Consulate had given him a visa and subsequently cancelled it, he asked his friends in Mexico to discontinue their efforts in his behalf, saying that he planned - - to go to India. r 10.
