Mr. Wisner had a meeting with Mr. Kennan on 27 July at 6:30 p.m. at the Department of State to discuss the progress Mr. Kennan had made in securing approval for Cinderella. � 2. Mr. Kennan had seen Admiral Stevens and General Magruder and secured their approval. Be had not been able to see the Secretary, but had fully briefed Messrs. Jessup, Perkins, Matthews, and Byroade who were all unreservedly and enthusiastically in favor of the project. In view of this Mr. Kennan is certain that the Secretary will approve it. 3. In the absence of Mr. Hoover from town, Mr. Kennan exten- sively briefed the FBI liaison man in State and feels that this is all he can do in this regard at the present time. Mr. Kennan will see Mr. Wasson at the earliest opportunity to enlist, if possible, his wholehearted support and to get his views on the composition of the committee. 4. Mr. Kennan mentioned as a good possibility (6b)(1) for the key post of executive secretary. Mr. Wisner stated that (b)(3) the selection of someone for this position was a matter of the rl greatest importance and that we should be very sure that we get the right individual. Mr. Wisner pointed out the difficulties we had had in this regard with the NUE and said they resulted in - large part from the semi-autonomous position of the NCFE and its executive secretary. Mr. Joyce said that the organization of the American cover committee would take so long that much valuable time would be lost. Mr. Wisner said he did not believe this would be the case; for as this committee would not be making a public appeal for funds, it would not. have to be a formal, incorporated affair like the NUE,.
