MEMORANDUM NO. 20-31-2 SUBJECT: Advanced Minimum Pay Rates for Certain Positions RECISSION: OW 20-31-1 dated 29 January 1962 1. Section 504 of the Federal Salary Reform Act of 1962 authorizes the establishment of higher minimum rate schedules for categories of positions which are determined to require such rates for recruitment or retention of well valified persons, when such action is considered necessary by the President or an agency acting under his authorization. Under this authority the Civil Service Commission haa established new pay schedules for various categories of positions. These schedules have been adopted by the Agency in conformance with its general adoption of the principles of the Classification Act of 1949 and amendments thereto. The new pay schedules are included as Attachment A, with the categories to which the individual schedules apply shown thereon. 2. Under the policy established, by the Commission the lowest rate of the grade in Compensation Schedule I of Section 603 (h) of the Classification Act which equals or exceeda the pretriously established increased .minimum rates are the new minimum rates of these salary schedules; and all rates of the salary range for the grade are increased by the dollar amount by which the new minimum rate exceeds the minimum rate prescribed by law for the grade. EaplOyees occupying positions covered by increased minimum_ -rates established prior to the effective date of Compensation Schedule I of Section 603 (b) of the Classification Act shall, after their salaries are initally fixed under Compensation Schedule I in accordance with the revisions of 602 (b) of the Federal Salary Reform Act of 1962, then be placed at the equivalent dollar salary rate of the same grade in the attached increased rate schedule. The attadhed schedules are applicable on a world-wide basis. They apply to all current employees and to all employees appointed or promoted after the effective date. The effective date of these schedules is 14 October 1962. 5. Effective immediately, the following additional information will be included on all Forms 1152, "Request for Personnel Action", which are prepared for employees in the occupational categories to which the special rate schedules apply: a. Under item 5, Category of Employment, in addition to the prescribed category.designation,lmaertAn parentheses the following terms, as appropriate "ftientific" for employees occupying positions covered by the Scientific and Engineering Pay Schedule; or "Medical" for those employees covered by the Medical Officer Pay Schedule. b. Under item 14, Classification Schedule (GS, LB, etc.), use "GSS" designation for scientific and engineering categories; or "GSM" designation for Medical Officers. Attachment -nmett D.
