Approved for Release: 2021/12/06 C06102050 Central Intelligence Agency Washington, D.C. 20505 3 September 2013 Mr. Jason Leopold Reference: F-2013-02511 Dear Mr. Leopold: This is a final response to your 21 August 2013 Freedom of Information Act (FOIA) request, received in the office of the Information and Privacy Coordinator on 22 August 2013, for "a copy of the same records a requester sought on February 21, 2013 under case number F-2013-00899, 'requests for consultation or advice for films, tv, show [sic] or video games received by CIA since 11/09, email inbox logs for entertainment lliasion [sic] @ ucia.gov." We are unable to process your request as there were no records provided in the earlier case (F-2013-00899). With respect to the portion of the request for consultation or advice for films, TV shows, or video games received by CIA since January 1, 2009, our records show that we advised the previous requester that "we cannot accept your request in its current form because it would require the Agency to perform an unreasonably burdensome search. The FOIA requires requesters to 'reasonably describe' the information they seek so that professional employees familiar with the subject matter can locate responsive information with a reasonable amount of effort. Commonly this equates to a requirement that the documents must be locatable through the indexing of our various systems. Extremely broad or vague requests requiring research do not satisfy this requirement." With respect to the portions of the request for records "detailing the budget for the Hollywood liaison" or for "email inbox logs for entertainmentliason@ucia.gov.," we also advised the requester that "our records systems are not configured in a way that would Approved for Release: 2021/12/06 C06102050 Approved for Release: 2021/12/06 C06102050 allow us to perform a search reasonably calculated to lead to responsive records without an unreasonable effort. The FOIA does not require federal agencies to perform research, create records, or conduct unreasonable searches through a body of material to see if any of it is related to a particular request.
