This is a final response to your 22 January 2013 Freedom of Information Act (FOIA)
request, submitted on behalf of The National Security Archive, for:
"All documents including but not limited to memos, briefings, and internal reports,
about the disappearance of Gustavo Adolfo Meza Soberanis, a.k.a. Hugo or
Sebastian, or Federico Rodrigo Lopez Miranda. He was captured on July 9, 1983
in Ciudad Nueva (New City) Zone 2, while he was recovering a vehicle belonging
to the ORPA (Organization of People in Arms-Organizacion Revolucionaria del
Pueblo en Armas)."
We processed your request in accordance with the FOIA, 5 U.S.C. � 552, as amended, and the
CIA Information Act, 50 U.S.C. � 431, as amended. Our processing included a search for records
as described in our 11 February 2013 acceptance letter.
We did not locate any records responsive to your request. Although our searches were
thorough and diligent, and it is highly unlikely that repeating those searches would change the
result, you nevertheless have the legal right to appeal the finding of no records responsive to your
request. As the CIA Information and Privacy Coordinator, I am the CIA official responsible for
this determination. You have the right to appeal this response to the Agency Release Panel, in
my care, within 45 days from the date of this letter. Please include the basis of your appeal.
