15.0 General
classification
This section provides basic security/guidance to agency
activities, contractors and other military and government
agencies involved in the CHIGOE Program. Detailed guidance
and assessment of security aspects of this program are the
responsibility of the Security Staff, OSA.
Each document and/or item of equipment will be classified
according to its content and reference to its ultimate employment.
All classified data pertaining to the CHIGOE program will
be considered as sensitive material as set forth in automatic
time phased downgrading and declassification system. The
following areas of information will be retained in Group I
for Agency use; Subsequent military utilization of this
system or its subsystems will require a re-evaluation of security
aspects according to the assigned military mission.
a. Countermeasures information
b. Operational capability data on the total system for
sensor subsystems.
c. Technical details of the infrared sensors and the
magnetometer.
d. Operational characteristics, effectiveness and limitations.
e. Agency association with development,modification,
testing or contracting for this program.
f. The intended ultimate use of this aircraft and sensor
system.
15.1 Security Classification

15.2 Public release of information
No publicity releases by contractors or subcontractors of
the CHIGOE program are permitted without prior coordination
and approval by OSA Security Staff. Proposed releases by
military activities through the completion of the flight test
and operational test phases on the initial aircraft will be
submitted to OSA Security Staff for approval.
15.3 Facility and personnel security clearances
for
Facility security clearances require prime contract per-
formance (LTV) or for access to classified information is
SECRET. Prevision for storage and use of TOP SECRET materiel
must be provided at the prime contractor's facility (LTV).
Personnel security clearances for contractor and military/
civilian personnel will be governed by the level of access
required to accomplish their job. Access to the sensitive
aspects of this system listed in Para 15.1 above will require
a SECRET ecurity clearance except for those specific personnel
and instances in which access to technical sensor data requires
a TOP SECRET security clearance.
15.4 Controlt4A of classified information
Control of classified information will be on a strict
need-to-know basis.

Release of classified information to foreign nationals
and/or foreign governments is prohibited except as it may be
specfically authorized by the responsible security officials
for this project.
Requests for authorization to release classified informa-
tion on the CHIGOE Program will be submitted to OSA Security
Staff for approval.
15.5 No foreign contracting for performance of contract work
in a foreign country by a U.S. contractor is contemplated.
15.6 Test Program
When the CHIGOE aircraft is to be tested, OSA will be
notifying the appropriate U.S. military authorities and the
testing installation security activity sufficiently in ad-
vance of actual test dates so the appropriate physical security
arrangements can be made to safeguard the aircraft while
undergoing testing. Coordination with FAA for the use of
airspace in the ZI ibr system testing whenever it becomes
necessary, will be the responsibility of OSA.
