Dear Mr. McClanahan:
On 1 and 10 December 2009, the office of the Information and Privacy Coordinator
received your 1 December 2009 Freedom of Information Act (FOIA) request, subsequently
amended by your 8 December 2009 letter, for copies of all Central Intelligence Agency
("CIA") records referencing FOIA and Privacy Act (PA) requests submitted by ten parties
that contain remarks, comments, notes, explanations, etc., made by CIA personnel or
contractors about the processing of these requests (and appeals, if appropriate), the
invocation of exemptions, or related matters. On 8 December, you limited the scope of
this request in the following ways:
� You request that we conduct a search for records as identified above in the
following order: NSC, J1ViP, Scott Hodes, and RCFP, and process the
remaining parties identified below in any order that we choose.
� Limit the search for requests submitted by Michael Ravnitzky to only
requests submitted in 2006 and 2009, and to the first 20 requests if more
than 20 have been submitted in either year.
� Limit the search to the last four years in which requests were received from
the remaining requesters: AIM, SSM, H. Ray Lahr, James Lesar, and Roger
Hall.
� You request that NSC records created to date for this request be considered
responsive to this request, but not any records created after this date.
� You request the copies of the previously released records in the form in
which they were originally released to each of the original requesters.

For administrative reasons, we have segregated your request into six separate cases.
This should be more beneficial for both parties, as our response on one subject will not be
delayed while the remaining subjects are still in process. We note that you have provided
privacy waivers from all parties.
The bullet above wherein you requested that the NSC records created to date be
considered responsive is moot because the Agency would not have any records created
other than your existing request.
For identification purposes, we have assigned the following case numbers to your
request as follows:
1. F-2010-00306 - Five parties you listed that submitted FOIA/PA requests:
Accuracy in Media (AIM); James Madison Project (JMP); National
Security Counselors (NSC); Reporters Committee for Freedom of the Press
(RCFP); and Studies Solutions Results, Inc. (SSRI).

to responsive records. Therefore, we must decline to process the request. If you can
identify the specific cases, we would be glad to assist you.
