Dear Ms. Poche:
This is a final response to your 15 January 2013 Freedom of Information Act
request, received in the office of the Information and Privacy Coordinator on 24 January
2013, for a copy of the "CDROM MKULTRA collection." You enclosed check number
650, dated 15 January 2013, in the amount of $30 to cover the cost.
One set of three CDs containing officially released MKULTRA and behavioral
research records is enclosed. We are no longer including a share-ware TIE file viewer.
For your convenience, we have also enclosed a copy of the printout of documents indexed
by the terms "MKULTRA" and "behavioral research" to serve as an index to the CDs.
You will note that the CD files are listed by document number only, without titles, and that
these numbers track with the ID numbers. Please understand that these CDs contain nearly
20,000 pages of documents. The cost for us to print these documents would be $2,000.
Concerning copyrights, no MKULTRA record created by the Central Intelligence
Agency is copyrighted. However, you should assume that any record that appears to have
originated from any person or entity other than the US Government is copyrighted, and
you would need to seek legal advice concerning your use of such documents.
