SUBJECT: Program Approval RD -617 (CHIGOE)
1. The Office of Research and Development requests approval
of the CHIGOE developmeet program, with Ling-Tenno-Vought Slectro-
systems Division, Greenville, Texas as the systems integration con-
tractor, and USB providing direct operational suovort. The basis
for LTV's selection is contained in the attached proposal evaluation,
Ba-1905-66. The basis for USN (or other DOD) operations suPoort is
contained in TS-194736, attached.
2. The program as a whole is described in an accompanying memo-
rauchm which can, at your option, be oresented to DDCI for approval.
Discussing the whole program, rather than the LTV proposal alone,
alloys BDC1 to see the previous expenditures on sensor development,
the present contract action with LTV, and the upcoming FY 67 obliga-
tions as a rackage. Total program approval also allows us to complete
the work ahead with minlisPM delay and administrative complexity We
will emeloy the meehanism of transferring all CRIME funds to OSA now
for streamlined contract action both now and during the coming Year,
with the detail of all such actions under ORD's control.
3. Detailed coordination sessions are continuing under the
program, manager's direction to implement your directions at the
meeting of 4 February. D/OSA agreed to provide contracting and
security support for CHIGOE and Property accountability for some
spedialized GFP items, and as a separate item, to provide technical
continuity for the future development of a maJor Agency program in
this tYPe of collection, as it may be justified by the results of the
CHIGOE experiment. ORD will continue to provide Agency management of
CHIGOE through the initial operations, and will provide continuity and
technical input to OSA in any major follovon development proposal
they elect. At the Present time, an ORD/OSA teat group is working
through the REWSOM channel to explore means of USE support for
CHIGOE operations. Major economies can be gained by preserving the
USN ownership and support of the CHIGOE aircraft, even if all the
direct costs of such support are later reimbursable to USN by the
Agency3 about ;2.0 million would be the net additional cost to the
Government if OSA has to support this first operational prototype.

4. USN coordination is being effected through Capt. Dick
Wilson, Cdr. Bennett, and designated USN consultants. We mill
bring DDR&E (Dr. Koslov) up to date es, the situation develops.
Cdr. Warren, the USX liaison in CL, has been briefed and serves
az the immediate 'USN point of contact.
5. Your apprva1 is requested to proceed with the LTV cow-
tract and the total program, to formalize the joint ORD/OSA
worXing agreements described herein, and to negotiate an agree-
ment with USN, covering C.iGOE support, for your further approval.
