SUBJECT : Changes in Iran Task Force Paper
Aside from drafting changes to Paragraph II, 4 a and b,
there are two substantive changes reflected in the attached
Draft Record of Action as compared with the Task Force Paper.
1. The Task Force Paper in Paragraph II, 3
recommended "that the US seek to forestall any
military coup against the Amini regime." The
revised version states that the US "should not
favor" any military coup.
2. Regarding Paragraph III, 11 in the
Draft Record of Action/the first sentence is
substantially the same as the III, 11 in the
Task Force Paper except that the military plans
to be developed are now called "illustrative."
The second sentence did not appear in the Task
Force Paper at all. It probably resulted from
the JCS memo to the Secretary of Defense which
you saw last week. As you will recall this
memo pointed out that old III, 11 might be
construed as a major revision of current
military policy, because the present contingency
plan for Iran is based in part on the assumption
that if US forces become overtly engaged with the
armed forces of the USSR, general war will exist.
