Pursuant to Title 5, Section 552 and other relevant provisions of
your agency's regulations covering access to information under the
Freedom of Information Act, I request information on the following

I make this request for any and all materials for the entire file
that your agency and other components under yd'Ur supervision as
referred to hereafter, has compiled to date relating to me and a
listing of whatever information your agency and any branches or
components thereof may have designated in this file or any portions
thereof to, and the reason for each designation, and the name and
title of persons requesting same. I would like this request to be
fulfilled and complete as soon as time permits, pursuant to Section
(1), Paragraph (1) of the Privacy Act of 1974. I would also like a
copy of the applicable regulations of your agency as may be used in
relation to the Freedom of Information Act and the Privacy Act of
1974, in order that I may adhere to the approved rules and regulations
of your agency.
As you know, investigating records compiled for law enforcement
agencies are no longer generally exempted from disclosure, but may be
inspected (in camera) by the United States Courts to determine whether
they fall within any of six specified accented categories of
in:estigating records subscribed in the Act[s].
If for any reason it is determined that portions of the material
requested have been exempted under some recognizable category under
the F.O.I. Act or the .Privacy Act of 1974, then I request that any
such material be indexed and itemized .with detailed justification for
any exclusions made under the authority of Vauh n v. Rosen (484 F.2d
820; District of Columbia Circuit 1973). However, I do request all of
these documents as quickly as possible, and in no way waive my right
to the file in its' entirety, which, after I examine the material you
send, I may still choose to press for more by appeal to include any,
excluded7portions.
