This acknowledges receipt of your letter dated 11 December 2009 containing
additional information for your 18 November 2009 Freedom of Information Act (FOIA)
request concerning Ira Boris Lewis. Your current letter states that "All [you]
are asking for is a short, signed, statement from the CIA that Marshal Georgi Zhukov
(died 1974) of Russia, is related to EITHER Ira Boris Lewis, or Ira's father, David
Lewis (born David Zukowski and died as David Lewis on June 21, 1992 in Fort
Lauderdale), or that Zhukov is related to the father of David Lewis, Jak Lukofsky
(born Isak Zukowski)."
Please be advised, the FOIA was enacted to provide a means for the general public to
access existing government records. Under the provisions of the FOIA, federal agencies are
not required or authorized to create records such as those you are requesting. Since your
