SUBJECT: Comments on Outlines in Advanced Operations Course.
REFERENCE: TRD's memorandum to EXO/OPC, VIA DCOS, 14 March 1950.
1. The following are merely random cauments offered for what-
ever use you may make of tei""-In your discussion of U.S. Foreign Policy,
I would suggest you call on Mr. Carmel Offie (Special Assistant to ADPC)
who, in discussion with me some time ago, indicated that he would be
very glad to contribute to this phase of training program. On page 4
of the lecture "Functions and Organization of OPC," will you please add
under E. 7. Research and Development Staff, Acting Chief, (b)(3)
This is a recently acquired function of COS and should be (b)(3)
included. Under E. 4. Finance, there is no current incumbent of this
position, which is indicated as being held by (b)(3)
2. Would it not be advisable in discussing OPC support activities
to indicate the relationship with the Special Support Staff, and to give
some discussion of General Order 24?
3. Resistance Force Operations. I note that you use 101 as the
principal example. It occurs to Me that the situation in 101 is very
different from that of the Balkans, and I should think that it would be
desirable to use at least these two types of resistance force operations
as examples. On the same subject, it appears to me that the problem of
resistance force in peacetime as compared to war presents very different
aspects, and I should think that it would be necessary to discuss both
phases with particular reference to the situation as we find it today,
where the necessity of developing and maintaining resistanceaforces under
conditions where actually no shooting war exists presents to problem
fully as difficult as operations in wartime.
