SOURCE (b)(1) (b)(3) 1. In so far as civil political order is concerned, the recent reorganiza- tion of the Paraguayan Cabinet has no important political significance. So far as the military order is concerned, the Army continues to be � predominantly Colorado in sympathy. Nevertheless, in sectors opposed to the government, it is believed that these Cabinet dismissals and replacements are the beginning of changes in the Army, in anticipation of the establishment of a military government in Paraguay. 2. Some conspiratorial activities are bound to exist in the Paraguayan Army, having for their purpose the re-establishment of Army predominance in the government, and, consequently, the constitution of a military govern- ment. However, so long as the present composition of the Army remains as it is, loyal to the Colorado Party and the government, the displacement of the Colorado's would be a very difficult thing to accomplish. Since March 1947, anti-Colorado elements within the Army have been almost totally replaced by loyal Colorados. (WO) General Alfredo Stroessner, present Commander-in-Chief, is reportedly directing a pro-militarist movement. Nevertheless, in Colorado spheres (b)C,3) Stroessner is considered loyal to the Colorado Party and government. former Paraguayan President (W(1) Higinio Morinigo, presently exiled, had contacted Brazilian authorities (b)(3) to obtain backing for himself in connection with plans Ile had to take over control of the government of Paraguay.
