Gentlemen:
In accordance with our recent telephone conversation we are forwarding copies
of documents originally delivered to your organization in early 1967. This was
done, at the time, in what we believed to be compliance with the intent of
early patentable idea disclosure. The receipt of the original documents is veri-
fied in our records by signatures of persons working in your organization.
We understand that since the subject is of a classified nature, the project monitor
has placed the documents in the proper channels. We have been verbally informed
that action is being taken and that we will receive instructions in the near future
as to final form and content.
It was, and still is, our desire to attempt to have a patent granted in which EMCO
will retain the rights to exclusive commercial use of the invention and in which
the U.S. Government will have royalty-free license to use the invention for its
military applications.
We feel that this is a reasonable expectation since the basic principles were
demonstrated by EMCO prior to entering into a contract to develop the system
for airborne use.

It is EMCO's policy not to ask for or expect royalty payments from the U.S.
Government for the use of any of our patented items. We do however hope to
retain our commercial rights in these inventions, since they offer the only pro-
tection for our commercial aspirations.
Thank you for your interest. I have never had any experience with classified
patents. I don't know what to expect, much less what to do about it. Any
assistance you might offer will be appreciated.
