Cabell discussed privately with Gordon Gray certain problems that. arise in connection with the debate between the Presidential candidates on the subject of Cuba. He pointed out that certain of the statements, if followed to the letter, would tend to tie CIA's hands operationally; and in addition, comments made to the effect that the U.S. was not involved in the Guatemala operation might lead to further debate which can only result in damage to U.S. interests. Mr. Gray said that he would try to get this view to the proper quarters. Today at the Special Group meeting Mr. Gray said that he had asked "certain Nixon people in the White House" to do whatever is possible to have these subjects soft-pedaled. /4 , THOMAS A. I have also seen the Mine House statew meat issued today on this subject. There had been here, I believe, an honest rale- understanding. This was probably due to the nature of the message Mr. Nixon writes he received as to these briefings. The Cuban situ.ation was, of course, dealt with in the briefings I gave to Senator Kennedy� The last briefing I gave biz was over a month before the debate in which the issue arose My briefings were intelligence briefings on the world situation.
