Miran Marijuana Use by CIA, IC Employees Still Prohibited Despite DC Referendum
(UHFOU0) Federal law specifically prohibits Agency staff and contract employees from using marijuana, despite the
recent passage of the referendum in the District of Columbia, which decriminalizes the medical or recreatonal use of
marijuana State, local, or city legislanve changes do not alter Federal law or exisfing Natonal Security Guidelines
(U/Seittrr Marijuana remains an illegal drug under the Federal Controlled Substance Act, and Federal law prohibits a
Federal agency from granling or renewing a security clearance to an unlawful user of a controlled substance. The
Director of Raton& Intelligence (DNI) prescribed standards for clearance eligibility in ntelligence Community Policy_
Guidance ill 2 remain unchanged.
(UllerMoreover, Executve Order 12564 expressly states that "the use of illegal drugs, on or off duty, by Federal
employees in certain positons evidences less than the complete reliability, stability, and good judgmentthat is consistent
with access to sensinve informaton and creates the possibility of coercion, influence, and irresponsible acton under
pressure that may pose a serious risk to natonal security.!!
