Doe is not prepared to resign at this time and believes his troops can defeat the rebels in Monrovia. Fighting on the perimeters of Monrovia continued yesterday. As of late afternoon, the army still held the St Paul River Bridge and Camp Schieffelin Although the rebels controlled Brewerville in the north and most of Paynesville in the south, nearby Camp Ramrod was still being contested. There was heavy fighting at the Elwa junction, and army troops may have withdrawn from that area Large numbers of Liberian civilians have sought refuge at US facilities. Some 5,000 have streamed into the VOA compound near Careysburg, and 3,000 more are outside the US diplomatic receiving site near Brewerville; another 5,000 are seeking refuge at the US-managed OMEGA navigational station Monrovia still has no water or electricity, and stores remain closed. Nervous soldiers are stopping most traffic at numerous army checkpoints throughout the capital. They are beginning to harass US citizens at checkpoints There is growing anti-US sentiment among military elements, Comment: If Taylor launches an assault on downtown Monrovia today and Julue has indeed left the capital, the army is unlikely to mount an organized defense. Most soldiers instead probably will seek ways to protect themselves and their families. Doe could ouickly change his mind about the timing of his departure. 2 Top TCS 2855/9 5 July 1990 (b)(3) (b)(1) (b)(3) (b)(1) (b)(3) (b)(1) (b)(3) (b)(1) (b)(3) (b)(3) (b)(1) (b)(3) (b)(3) Approved for Release: 2020/09/01 C06861714
