Dear Mr. Domber:
This is in response to your letter dated 12 October 1998 and was
received in our office on 16 October 1998. Your letter presents an appeal on
behalf of your former associate, Ms. Tina Rosenberg, of our 10 September 1998
response to her 27 August 1992 Freedom of Information Act request for
records pertaining to:
"movements of Soviet or Warsaw Pact Troops
of military equipment inside Poland during the
years 1980 and 1981."
"United States reaction to the threat of a possible
Soviet or Warsaw Pact intervention in Poland in
1980 or 1981."
Specifically, you appealed our determination to deny you access to
portions of 57 CIA Documents and to deny you access to other material in its
entirety on the basis of Freedom of Information Act exemptions (b)(1), (b)(3)
and (b)(5).
Your appeal has been accepted and arrangements will be made for its
consideration by the appropriate members of the Agency Release Panel. You
will be advised of the determinations made.

In order to afford requesters the most equitable treatment possible, we
have adopted the general policy of handling appeals on a first-received, first-
out basis. At the present time, our workload consists of approximately 380
appeals awaiting completion. In view of this, some delay in our reply must be
expected, but I can assure you that every reasonable effort will be made to
complete a response as soon as possible.
