Dear Mr. Vice Chairman:
This letter is in response to a Congressionally
Directed Action from the Senate Select Committee on
Intelligence Report of Fiscal Year 2001 that requested the
Director of Central Intelligence (DCI) to establish and
maintain an analytic capability within the Intelligence
Community (IC) with responsibility for supporting
activities related to prisoners of war and missing per-sons
since 1990.
In response to the Committee Report, I have taken the
following actions:
� Assigned primary responsibility for maintaining the
Intelligence Community Prisoners of War/Missing in Action
(POW/MIA) analytic capability to the Director, Defense
Intelligence Agency (DIA). DIA will establish a small
permanent core element charged with ensuring that DIA and
the IC at large develop and maintain current collection
priorities, develop applicable doctrine, focus
appropriate analytic resources, and prepare to surge as
necessary. This element will ensure timely and effective
support both to ongoing efforts to recover missing
personnel (Personnel Recovery) and to such future cases
as might arise.
� Directed that the National Security Agency! the National
Imagery and Mapping Agency, and the Central Intelligence
Agency designate senior Points of Contact who shall be
responsible for ensuring all appropriate support to
Department of Defense and DIA efforts in this regard.
I am confident the inherent capabilities of the IC,
augmented by these steps, will position the Community to

participate and:respond effectively to both current and
future Personnel Recovery and other POW/MIA requirements.
DIA has already undertaken actions in conjunction with its
newly designated responsibilities.

leadership of the committees with intelligence oversight
responsibilities.
