(11//A�14343) CIA Exceeds Annual FOIA-PA and EO Goals
(U///r1110) The Agency closed FY 2001 by reducing its backlog of pending Freedom of Information Act (FOIA)
and Privacy Act (PA) cases by almost 19 percent; well in excess of the 15 percent goal that had been established for
the fiscal year. The Agency also exceeded its FY 2001 goal for reducing the number of pending Executive Order
(EO) Mandatory requests. By the end of FY 2001, the backlog of requests had been reduced to 797 cases, which
represents a 24-percent reduction in the backlog; more than double the 10 percent goal that had been set for the year.
� These are exceptional accomplishments and are a reflection of the hard work of the staffs in the CIO,
Directorate IR0s, and those IMOs and other personnel in the components that assist in processing the
cases.

(U//A.W14) CIA Declassification Center Meets Annual Goal
(Ullikflt1E)) The CIA Declassification Center (CDC) met the FY 2001 goal of 30 million pages reviewed and 7
million pages released. The CDC provided the National Archives and Records Adminstration with 4.8 million pages
of released film and hardcopy products and prepared 2.3 million pages for the CIA Records Search Tool (CREST),
which is a database of CIA declassified records available to the public on terminals located at NARA in College
Park, Maryland. The FY 2001 CREST data are undergoing a final review prior to transfer to NARA for issues that
may have emerged based on the 11 September terrorist act.
(U//HQ) From the Archives: Vodka from Sawdust
(U//43e) In a 1954 CIA report that was recently reviewed by the DO team at the CIA Declassification Center, an
intelligence source described a visit to a large distillery in the Soviet Union near the city of Khabarovsk. The
distillery purportedly manufactured vodka from sawdust. The vodka was reportedly inferior as a beverage but was
effective as hydraulic fluid in artillery brakes.

novels the Board received on the last day of the fiscal year. For FY 2001, the Board reviewed 26,002 pages and 304
manuscripts, compared with 25,448 pages and 308 manuscripts for FY 2000.

� The Board reached a "no objection" decision on approximately 82% of the submissions and withdrew
its objections after author rewrites on the overwhelming majority of the remaining submissions.
� One author appealed the Board's final decision, but withdrew before the Executive Director made a
final Agency decision. The author rewrote his manuscri t, removed the objectionable text, and
received Board approval to publish.

(UNarftteF) Associated Press Seeks Documents on Osama Bin Laden
(11//7=) A requester with the Associated Press in New York sought "all preprocessed documents pertaining to
Osama Bin Laden/Bin Ladin and A1-Qaida/A1-Qaeda from the database of 'officially released information in
electronic format."
� The FOIA case officer provided the requester with 17 documents on these subjects, consisting of 178
pages from the Management of Officially Released Information (MORI) database.

(UMTP1111). National Security Archive Continues Interest in South America
(uthtrtirr) The National Security Archive requested information on "the Servicio de Inteligencia de la Defensa
(SID) located in Uruguay, from 1970 to the early 1980s;" "the Uruguayan Unit of Military and Police Forces from
the 1970s to the early 1980s, this unit is also known as the Organsimo Coordinador de Operaciones Antisubersivas
(Coordinating Organization for Anti-Subversive Operations-OCOA);" and "the Direccion Nacional de Informacion e
Inteligencia (DNII) located in Uruguay from 1970s to the early 1980s."
(UHAILLO.)-Bequesters Renew Interest in Document on Marilyn Monroe
(UHALLIC1) Two requests were submitted last week for an alleged CIA document dated 3 August 1962 relating to
Marilyn Monroe. According to one of the requesters the document "pertains to wiretaps on the telephones of both
Marilyn Monroe and syndicated columnist Dorothy Kilgalen. This document is included in the book The Last Days

earlier requests and no responsive records were located.
(U//AcH3f+) Newspaper Seeks Documents on US - Afghanistan Business Dealings
(U//AIU ) The business editor of the Daily Record in York, Pennsylvania sought "a list of the US citizens or
businesses who have violated US law by doing business with Afghanistan since January 1, 2000 through September
18, 2001."
� The FOIA case officer advised the requester of the foreign intelligence mission of the CIA and suggested
that he contact the Federal Bureau of Investigation for assistance.
