Overview of IRR Activities Last Week:
(U//*W03)- CIA Ranks Second According to ISOO Report
(UHAIU ) CIA ranked second among federal agencies in the total number of pages declassified in 2001, according
to the Information Security Oversight Office (ISOO) Annual Report to the President. The report, which was released
in September 2002, indicates only the Department of Defense (DOD) declassified more pages than CIA. The CIA
was also recognized for ranking third among agencies in the percentage increase in number of pages declassified
from 2000 to 2001. DOD and the Agency for International Development (AID) ranked first and second with
percentage increases of 86 and 65% respectively. CIA increased its declassification output by 37%, which tied it for
third among federal agencies with the Department of Justice. ISOO also reported to the President that in 2001 the
Government-wide declassification programs mandated by E0 12958 resulted in a little over 100 million declassified
pages and cost US taxpayers $232 million, stating that amount "... encompasses those resources used to identify and �
process information subject to the automatic, systematic, or mandatory review programs..." The annual figure does
not include the costs of non-EO programs, such as FOIA and Privacy.
� ISOO is a component of the National Archives and Records Administration (NARA) and receives its policy and
program guidance from the National Security Council. ISOO has many functions including overseeing the
security classification programs in the Government, and provides program and administrative support for the
Interagency Security Classificaton Appeals Panel (ISCAP).

(11//Atill:4) SCD Supports Production of DI 50th Anniversary Publication
(UthirI44C4 The Special Collections Division (SCD) at IMS provided research, redaction, and coordination support
over a six-month period for the recently published volume of previously classified finished intelligence products
commemorating the DI's 50th Anniversary. The 330-page Volume highlights the DI's most significant challenges,
including the Cuban Missile Crisis, analysis of the Soviet Union, and support to the military in Vietnam and
elsewhere, that policymakers and senior DI managers considered to best exemplify its support to top policymakers.
SCD worked with the volume's six authors to research and find relevant finished intelligence products and graphics,
to redact these documents in cooperation with the DI Information Review Officer, and finally to prepare these
documents for publication. The published volume was presented to Vice President Cheney and former national
security adviser Zbigniew Brzezinski, who headlined the list of guests invited by the DCI to celebrate the anniversary
in early November.

(U/Ori1344.)-.New York Requester Asks Question about CIA Involvement with Mafia
(U//MVO) A requester from New York cited a paragraph from the www.jfk.org webs ite that alleges the CIA
contacted the Mafia for advice on assassinating Castro. The requester asked if the information was a fallacy or was
there some truth to it, and wanted information to either support or refute the allegation.

(UHAIU0) A requester from a Maryland-based company requested a list of names, addresses, and phone numbers
of all authorized users of the government credit card within the Agency.
(U/McW4)- Danish National Television Wants Information on Ship Sinking for Documentary
(1.1//A1U0) A Danish television producer submitted additional information in support of his previous FOIA request
for information about "The Flying Enterprise," a ship that sank off the coast of Denmark in January 1952. The
producer indicates he is making a documentary for Danish National Television on the event..

CIA Declassification Center
(U//+1441) ERWG Holds Monthly Meeting
(UHArieerrOn 20 November 2002, 36 members of the External Referral Working Group (ERWG), representing 18 federal
organizations, met for the Group's monthly meeting. Emily Hickey, ERWG's representative from the
Information Security Oversight Office (IS00) reported that the revision draft of EO 12958 is "moving up the line" within the
National Security Council process. (Subsequent to the meeting, we received information that the Office of Management and
Budget will submit the draft revision for interagency coordination in the near future). The Air Force Declassification Office
led members in a critique of ERWG's 2002 Equity Training Conference, which was held
on 21 October.

� The ERWG was formed in 1996 to coordinate declassification policies, standards, and procedures among the agencies
affected by President Clinton's Executive Order 12958 on Classified National Security Information. The chairman of
the ERWG is Chief of the CIA Declassification Center.

all/ATI:117r From the Archives: Smatchets and Hedy Lamarrs
(UHATIOrer Reviewers at the CIA Declassification Center recently came across a December 1942 OSS document that listed
the procurement status of OSS "special items." Included on the list were blasting caps, diving equipment, silencers, medical
kits, fighting knives, incendiaries, fireflies (fuel tank igniters), tablets "L" (sudden poison), tablets "K" (knock out drops), and
smatchets (modified cleavers). Also listed was "... a device for creating panic, simulating the noise of a falling bomb and the
resulting explosion." Five thousand of the items-- nicknamed Hedy Lamarrs -- were under procurement. (b)(3)
