(U/MCMCf) In the first quarter of fiscal year 2004, the Publications Review Board received 6150 pages for review, as
compared with 3778 pages received in the first quarter of FY 2003. This increase is reflected in the number of
manuscripts submitted-114 in first quarter FY 2004, as compared with 74 in first quarter FY 2003. At this rate, the
PRB will receive over 24,000 pages in FY 2004, a 10-percent increase over FY 2003.

(U//A1130). Guidelines Sought for Requesting CIA Information
(U875Ullt) A Pennsylvania inmate is asking the CIA for an index and description of all major information systems
used by your agency, guidance for obtaining various types and categories of public information from your agency, a
fee schedule, and how your agency makes a determination of whether or not a record can be released."
� The FOIA case manager informed the requester that the Agency has administrative information systems related
to its primary mission, which he described in general terms. Overly broad search requests can yield vast
amounts of information of little personal value to the requester. Thus, he encouraged the requester to utilize
various alternative sources for obtaining helpful unclassified CIA publications. The FOIA case manager
provided a copy of the Federal Register, Rules and Regulations (32 CFR) governing the CIA's implementation
of the Freedom of Information Act as well as the Privacy Act of 1974 and Executive Order 12958 (fee
schedule) to the requester.

Editor: As in this case, FOIA case managers often advise requesters that certain CIA documents are created in
an unclassified form and made available to the public through a government-wide publishing service operated
by the Department of Commerce. Orders for particular documents can be directed to the National Technical
Information Service (NTIS). Also, interested persons can browse the Internet. Agency records released since
I October 1996 are available on our website address: www.foia.cia.gov. Documents can be located through
our "Search" section on the site by entering specific topics or terms into our database. In addition to the
"Search" section, our "Popular Document Collection" section offers the most frequently requested CIA
information, and our "Your Rights" section serves as a reference guide to help the public access Agency
information through the various federal public access laws. Moreover, our Internet site gives instant access to
our information and offers a less costly alternative because the FOIA authorizes federal agencies to collect fees
for records services. The Internet is available at many public libraries.

human rights cases investigated by the UN-sponsored Commission on the Truth for El Salvador ('Truth
Commission'), yet withheld from release."

(U/MeHlft) Request for CIA Report on Ethnic-Cleansing in Bosnia
(U///trI/8) A Professor Emeritus and published author at the University of Virginia is seeking the CIA report cited
by The New York Times in its 9 March 1995 cover story on ethnic-cleansing in Bosnia. The requester asserts that the
CIA, reportedly, analyzed the amount of ethnic cleansing conducted by each combatant in the conflict, and might
make available a sanitized version of its report after removing aerial photographs and other protected information.
Editor: Longtime student of Balkan and Yugoslav affairs, Professor Paul S. Shoup intends to use the requested
information to advance his scholarly research. He coauthored (with Steven Burg) The War in Bosnia: Ethnic
Conflict and International Intervention (London: M.E. Sharpe, 1999).
(U//Aititr) Interest in 9/11Report Decision
(W/A111�1.) Judicial Watch previously requested "all [CIA] records pertaining to the decision not to release and/or
hold as 'classified' portions of the Joint Congressional Committee's 9/11 Report dealing with Saudi Arabia." Because
the FOIA allows government agencies to recover some processing costs, the request will be accepted contingent on
Judicial Watch's commitment to pay for search and reproduction costs. Judicial Watch agreed to pay up to $125,
while asking to be notified in writing if the charge is higher.

(U//1111710) A requester writes: "Please take notice...I am requesting a copy of the CIA's secret manual on coercive
questioning...dated 1963....I do not expect to be charged fees for your review of the material."

� The FOIA case manager received a number of requests this week for CIA's unclassified July 1963 "Kubark
Counterintelligence Interrogation" manual. In this case, fees are not an issue, since the first 100 pages of
reproduction are free.
Editor: The manual provides guidelines for KUBARK interrogation, particularly the counterintelligence
interrogation of resistant sources. The "KUBARK Counterintelligence Interrogation, July 1963"
