Overview of IRR Activities Last Week: (U//A444A) FOIA Requests (W/A-117171) Italian Journalist Receives Information about Assassination Attempt on Pope (UHRIT70) An Italian journalist in New York who works for La Stampa newspaper, and who is a frequent requester of CIA information under the FOIA, submitted a request for CIA information between the years 1981 and 1991 on "the assassination attempt of Pope John Paul II," which occurred in May 1981, and on "Mehmet Ali Acga," the individual convicted of shooting the Pope. He also asked for information regarding Bulgaria's involvement in the crime. (b)(5) (Uth41440) Californian Wants Information About Microchips in His Jaw (UM11.1 ) A writer from California asks about the microchips implanted in his jaw muscle that cause him to "receive messages both sound and visual." He believes the microchips were intended for his tooth but placed in his jaw instead. Also, he offered a theory on the assassination of JFK, which he developed while watching television in San Quentin Prison. He noticed in a documentary film that an armed Secret Service agent in the President's car had a gun pointed at Kennedy. He wants to know "who are the people not giving you information about the attempt to assassinate the President?" (b)(5) UNCLASSIFIED Approved for Release: 2019/03/27 C05578148 Approved for Release: 2019/03/27 C05578148 UNCLASSIFIED (U//M144)�Brazilian Seeks National Intelligence Reports (UHArlirFer) A requester from Porto Alegra, Brazil asked for "all previously released National Intelligence reports from Brazil to the American Presidents Lyndon Johnson, John Kennedy and the Former Ambassador Mr. Lincoln Gordon during the period of the Government of the Brazilian President Joao Goulart (1961-1964) concerning the National Intelligence activities in Brazil in this period." (b)(3) (U//14ao) EO Mandatory Declassification Review (UHAIVID) Chicago Requester Interested in 1950 Perversion Probe Documents (U//AC4 The Executive Order Mandatory Declassification Review team in the Public Information Programs Division (PIPD) recently processed for declassification eight memoranda from 1950 regarding a US Senate investigation involving "perversion at the Central Intelligence Agency." The memoranda are from the holdings of the National Archives and Records Administration (NARA) and were requested for declassification by a researcher from Chicago. In one memo, dated 11 September 1950, the Chief Counsel of the Senate Investigations Subcommittee asked the CIA for "the number of employees, or former employees, who are homosexuals or who are suspected of homosexuality (who were): a) dismissed; b) allowed to resign; (and also) c) pending cases now under investigation or consideration" from 1947 to 1950. The CIA responded in a memo dated 22 September 1950 that three employees had been dismissed, 18 had been allowed to resign, and three employees were under investigation at the time. � The procedures for EO MDRs are outlined in the new amended EO 12958 in Section 3.5 (Section 3.6 in original EO), which states "... all information classified under (EO 12958) shall be subject to a review for declassification ... (ifi the request ... describes the ... material ... with sufficient specificity to enable the agency to locate it with a reasonable amount of effort, (and) the information is not exempted from search under ... the National Security Act of 1947, ... and the information has not been reviewed for declassification within the past two years." If the requester of an EO MDR disagrees with the agency's declassification decision, he/she may appeal that decision to the Interagency Security Classification Appeals Panel (ISCAP). � The vast majority of EO MDRs received at CIA are from requesters asking for declassification of material held in presidential libraries.
