Litigation (UThlale/e) CIA Wins FOIA Litigation Regarding Secret Ink Documents (U/AirteS) The CIA recently won a FOIA litigation case in the US District Court for the District of Columbia filed by the James Madison Project. In the complaint, the plaintiff asked for the release of a volume titled "Secret Ink Technical Manual," a document prepared in 1945 by the Office of Censorship, an extinct WWII agency. The judge agreed with CIA's arguments that the formulas for invisible ink discussed in the volume must be protected, even though they date back to World War I and earlier, because those formulas may still be used in intelligence operations today. � The CIA had previously won a case involving old documents about invisible ink in the Moses case before the Interagency Security Classification Appeals Panel (ISCAP). In that case, the CIA agreed to partial release of nine technical and historical manuals of the Office of Censorship from the 1940s. Morris Moses, a historian, appealed the redactions to ISCAP. ISCAP agreed with CIA's arguments that the techniques warrant continued protection.
