(UOCIT7e)) A requester from California asked for information on "the Berlin Tunnel Operation from its inception
and planning.. .to its closure and post-op analysis."

� The FOIA case officer provided the requester with a declassified 94-page history from the Management of
Officially Released Information (MORI) database that describes the CIA - British operation in the
mid-1950s to dig a tunnel under the Soviet sector of Berlin to tap Soviet military communication lines.
Note from CSI: Re below from the IRR Weekly, the CSI unclassified book "On the Front Lines of the Cold
War: Documents on the Intelligence War in Berlin, 1947-1961" ed. Donald Steury, published in late 1999, has a
whole section on the tunnel, including the transcript of the Soviets and East Germans finding it. It is available
on the CSI web site at http://www.cia.gov/csi .
(UHALIJG) Canadian Radio Seeks Information on 1953 Chemical Spraying Incident
(U/harfbilt- A requester from CBC Radio-Canada requested information on "the 1953 US military spraying of a
chemical in Winnipeg and Stony Mountain, Manitoba." The requester also sought information on a Dr. John P.
Zubek of Winnipeg, Canada who "conducted experiments into the effects of human sensory deprivation from 1959
until his sudden death in 1974."
� With regard to the request concerning the chemical spraying incident, the FOIA case officer advised the
requester that the information would be under the auspices of the US military.

(UHAt ut.Pt National Security Archive Submits a Wide Variety of Requests This Week
(U//AO) The National Security Archive submitted a variety of requests this week including a request for
information on "any US Intelligence Board 'Post-Mortems,' prepared during 1963-1970, on National Intelligence
Estimate and Special National Intelligence Estimates on Chinese nuclear weapons capabilities," the 1984 Anti-Sikh
riots that occurred after the 1984 assassination of the then Prime Minister Indira Gandhi by her Sikh bodyguards,"
and "the devaluation of the CFA (Communaute Financiere Africaine) franc in January 1994. The CFA franc linked
14 African countries to the French franc and French treasury."

(UHA-1404 From the Archives: DCI Dulles in 1953, "CIA Here to Stay" Even if USSR Disappears
(UHATLYIT In 1953, DCI Allen Dulles spoke at an Agency Orientation Course. The notes from the course were
recently reviewed by the DCI team at the OIM Declassification Center. During the question-and-answer portion, one
person asked the DCI if the CIA "will be a permanent government function even if the USSR has a modified change
of heart and begins to behave itself" The DCI answered, "I think the CIA is here to stay."
(U//Alti4). From the Archives: Searchers Look for OXCART Packet after 1963 Plane Crash
(UHAIIIII) The CIA went to great lengths to search for an "emergency packet" lost by one of its pilots of the
OXCART A-12 reconnaissance aircraft in 1963, according to documents recently reviewed by the DS&T team at the
OIM Declassification Center. The packet was lost when the pilot was "violently ejected ... at 25,000 feet while ... in
an upside-down position" during a test flight from a classified airbase in the western US. The contents of the
"emergency packet" were not disclosed but contained items a pilot might need to survive a crash in hostile territory,
such as fishing line, medicine, and money. On the day of the crash, the CIA sent out three security teams that
searched for nine hours using "low flying aircraft, automobile and foot patrol ... with negative results." In follow-up
attempts, searchers tried to determine the packet's location by dropping items of similar size and weight and
monitoring their fall. 'They also factored wind direction information at the time of the crash obtained from the Air
Weather Service. The searchers summarized their efforts "(the search) team conducted a minute search of the area;
this team attempted to pinpoint the precise location in accordance with the best scientific data available to them, "
but to no avail as the packet was not recovered.
