� Active Iraqi deception efforts to deceive the inspectors
that, in conjunction with Iraq's false declaration in
December 2002, constitute a further material breach under
UNSC 1441;
� Evidence on Iraq's biological, chemical, nuclear, and
illegal delivery system programs; and
Terrorism (including the intersection with WMD) and human
rights.
The presentation will demonstrate how Iraq has failed the test
of cooperation explicit in 1441, and how Iraqi behavior
contrasts with that of countries such as South Africa that
have cooperated in disarmament in the past. (Action: State)
� Principals discussed the stationing of.U.S. ground forces in
Turkey and efforts tore-supply the Kurds. It was decided the
VP would call Prime Minister Gul on February 4, 2003. DOD
will provide comments on the proposed talking points by the
afternoon of February 3, 2003. For the purposes of the phone
call, the Kurdish re-supply issue will be raised but will not
constitute a make or break issue at this time. (Action:
